Premier League clubs reject Old Firm but consider expansion(Guardian)

The Premier League have rejected outright the proposal by the Bolton Wanderers chairman, Phil Gartside, that Celtic and Rangers could be invited to England to join an expanded league. Gartside's main idea, that the Premier League could be enlarged into two 18-club divisions to lessen the financial impact for those relegated from the top flight, was accepted for further discussion.

Richard Scudamore, the Premier League's chief executive, described the Old Firm proposal afterwards as "a non-starter" and said the clubs had "constitutionally voted" not to take it further. That meant at least a 14‑6 majority of the 20 clubs, although some put the majority higher than that, saying it was "overwhelming". Premier League sources described the vote as "emphatic".

The league decided to leave no room for doubt yesterday, putting a statement out at 1pm – even while the meeting was continuing – which said: "The clubs were of the opinion that bringing Celtic and Rangers into any form of Premier League set-up was not desirable or viable."

Gartside had wanted Celtic's and Rangers' possible inclusion to be considered thoroughly as part of the strategic review the Premier League is currently undertaking. His proposal for a two-division league was "welcomed" in the league's statement, but some clubs are understood to have intervened to isolate the Old Firm idea from his broader suggestions, and reject it before it developed momentum.

The idea was motivated by the belief that the two major clubs from north of the border, with their large attendances and an expansion of the TV market into Scotland, could provide a commercial boost to the Premier League. Celtic and Rangers did not actively join in with the proposal, as both clubs stressed after the vote yesterday, but they have for years been frustrated by being the largest clubs in a small country, and have sought ways to join bigger, more lucrative leagues.

Celtic have talked publicly before about joining the English league while Martin Bain, Rangers' chief executive, who yesterday announced the club had made a £12.7m loss for the year to 30 June 2009, has also talked about Rangers leaving the SPL. Despite their stance, both clubs will be disappointed their possible inclusion has been so emphatically ruled out.

From the Premier League clubs, the objections to the Old Firm joining included a resistance even to the idea that Celtic's and Rangers' involvement would represent a commercial advantage. The Premier League sees its future earnings expansion coming from overseas TV rights and sponsorships, to which most did not believe Celtic and Rangers would contribute greatly. Club representatives spoke about the controversy which would be provoked and the damage the English league would be seen to be doing to Scottish football by robbing it of the biggest clubs. There would also be a minefield to negotiate with Uefa and Fifa if clubs from another football country were to be drawn into the Premier League.

There was, too, resistance because of safety fears and the burden which would be placed on policing if the Old Firm, with their legions of fans, came to play regularly in England. "We have made a clear and unequivocal statement," Scudamore said after the meeting. "No means no – Celtic and Rangers are not coming in."

Gartside's proposal for expansion into two divisions will, though, be considered as part of the strategic review, which was begun a year ago. It is understood to concentrate largely on the league's structure, including whether it might be reduced to 18 clubs. His contribution to it springs from what he described recently as the "fear factor" among clubs such as Bolton, of the damage caused by relegation to the Championship, where the average club earns around £40m less from TV alone.

His proposals may not ultimately achieve the majority required to see them implemented, but a growing number of mid-ranking Premier League clubs are expressing support for a more even distribution of money and a narrowing of the gap with the Championship. The strategic review is due to present recommendations to the clubs before the end of next year.

サッカーのイングランド・プレミアリーグは１２日、スコットランドの名門２強、セルティックとレンジャーズを同リーグに参入させる提案を却下したと発表した。
　
ボルトンの会長が、リーグを２部制に拡大改編し、２チームを加える案を提出していた。両クラブとも、現在所属するスコットランド・プレミアリーグからの離脱を希望していると伝えられている。組織改編案については今後、リーグの戦略見直しの一環として検討されるという。

プレミアリーグはボルトンから提案のあった１８クラブによる２部構成のリーグ拡大について考慮している。同時にボルトンはスコティッシュプレミアの２強、セルティックとレンジャーズをプレミアに加入させることで観客動員、テレビマーケットの拡大に寄与するとしていた。

２部構成の拡大路線については継続審査となったものの、セルティックとレンジャーズの加盟は規定の１４クラブの賛成に届かず却下された。主な理由はスコットランドのマーケットはそれほど大きくなく、彼らが加入したところで大きな寄与にはならないだろうということらしい。

サッカーの質ではなく、マーケットのことでセルティックとレンジャーズのリーグ移籍が話し合われたのは残念ではあるし、さらにサッカーではない理由で却下されたのも残念ではある。

プレミアリーグは確かに経済的に破綻寸前までいっているが、立て直しには様々な話し合いが必要だろうという思いはある。観客動員には高すぎるチケットが弊害となっているし、ポイント制も最悪のシステムだ。クラブに寄与したファンだけがスタジアムで見られるというのはどう考えてもおかしい。

テレビも有料、スタジアムに入ることが出来る人間はお金を遣ったファンだけ、今までずっとファンでもお金がないと入れてももらえない。それはある意味、サッカーがファンから離れていることを意味する。

このことを改善し、ファンが通うことができるレベルに経営規模を落ち着かせることに意味があるのではないか。サラリーキャップ制の導入、移籍総額のリミットを設けるなど、やり方はいろいろあるはずだ。

国際競争力は落ちるかもしれないが、育成には力が入る。そのほうがサッカーのためにはいいのではないか。

セリエAは今季もインテルの優位は動かない。大きく離されてユベントス、ミラン、さらに離されてローマと続く。今季チャンピオンズリーグプレイオフから出場するフィオレンティーナはローマからも離されての５位の位置。ただ、イタリア・スーペル・コッパではラツィオがインテルを２－１で破っており、この予想通りにはいかないとは思われる。

ヨーロッパのシーズンも本格的にはじまるね。本当に楽しみでワクワクする季節になったということだね。

プレミアは３０億ポンドの借金体質！！ 改善の目処は立つのか？

マンチェスター・ユナイテッド、リバプール、チェルシー、アーセナルのトップ４の巨額の借金をはじめとして、驚くべき額の借財が発覚したプレミアリーグの各クラブに対し、財政上のルールが提案されている。

The proposals announced by Premier League chief executive Richard Scudamore on Monday, include:

- an independent audit of club accounts to determine whether a club is a "going concern", in other words financially viable.

- an annual requirement to demonstrate that the club does not have outstanding debts to other clubs, in income tax or National Insurance payments.

- improve ownership rules such as requiring disclosure of any interest in a club above 10 percent and an extension of the rule whereby conviction for certain offences leads to ineligibility for directorship.

- the range of these offences will be widened and would exclude persons who have been sentenced to at least a year in prison or convicted of a so-called dishonesty such as fraud, ticket touting or hooliganism.

"These regulations go above and beyond the laws of the land," Scudamore told a panel of reporters.

この提案では、財政上の資格がないクラブでも保険をかけることで救済策がとられるようになっており、下部リーグへの降格ということにはならないらしい。

ルールはあってもビッグクラブへの適用はされないセリエAの運用もひどいものだが、プレミアもトップ４を降格させて人気が落ちるのは怖いのだろう。クラブに比較的甘い提案がされている。

ただ、クラブへの投資や買収に関することはかなり厳しくなる模様で、財政の透明化は図られているようだ。

しかし、一度サイクルが狂うと破産まで一気に突き進みそうな借金をしているクラブが平然とマーケットで買い物ができるというのはおかしいシステムではある。信用の問題もあるだろうが、ビッグクラブは借金ができ、身の丈経営のクラブはいつまで経っても強くなれないのであれば、サッカーの公平性はなくなってしまう。

もともとないと言えばないものではあるが、乱脈経営の責任は誰かが取らなければならず、サッカーバブルがはじけた今、適正な経営が求められるのではないだろうか。

プレミアのカード要求問題は八百長ではないのか

大事な試合の前にカードの累積をクリアにしてしまおうとわざとラフなプレーをする選手はいる。しかし、プレミアで今回明らかになったのは審判に対して選手がカードを出してくれと要求するというものだった。しかも、休暇のために。

Bennett, who has refereed 18 matches in the Premier League this season, was reported in the News of the World to have claimed that he had been asked by players before games to book him so they could spend the holidays with their families. The referee castigated the players for cheating fans, saying "if they knew that, you'd be absolutely gutted, trust me".

クリスマス休暇を家族と過ごすために、審判に頼んでイエローやレッドを出してくれと言われ、その要求に主審が応じていた。それは八百長と言えるのではないか。イエローなら選手の数は同等だが、レッドなら味方は数的不利に陥るのだ。そのことは選手も十分にわかっているはず。

たしかに、ウインターブレイクのないプレミアでは休暇を取るのは大変だろう。だからといって、わざとカードをもらうのは利敵行為で、それを審判に頼んだとすると不正行為となる。

プレミアリーグはこの発言について詳しく説明するようにスティーブ・ベネットに対して求めており、彼の発言によっては大変なことになる可能性がある。

プレミアリーグは多額の負債で金融危機に！！

プレミアリーグは華やかさの裏で多額の借金に苦しんでいることが判明した。30億ポンド（約5315億円）もの負債をクラブ全体で抱えている。という。

The League’s fit and proper persons test, set up to ensure directors with criminal convictions were barred from running clubs, was “ineffective”.

F.A.会長のトリーズマンが指摘しているのは、次の３点。

プレミアリーグのクラブが現在30億ポンドの負債を抱えていることが判明。世界中の銀行に広まっている財政危機があるために危険なことである。

財政問題の不透明度は新しいオーナーの財政状態をきちんと調べることが不可能なことにある。

あまりよくない人物がクラブを経営することを妨げるというテストは効果がなかった。

しかし、これだけの負債を抱えてクラブは運営できるものだろうか。ローマのセンシ家やインテルのモラッティ家のように私財を擲って赤字を負担するということをしているのか。チェルシーのアブラモビッチ氏ならすべての負債を払いきることも可能だと思われるが、彼もロシアバブルかもしれず、資産が保証されているわけではないのかも。

Premier League threatened with salary cap as FA vows to get tough(Guardian)

The Football Association chairman, David Triesman, yesterday threatened to enforce a salary cap on England's leading clubs as part of a wide-ranging and often damning address on the game's finances.

Setting out the FA's plans to become a stricter regulator for football and placing himself on a collision course with the Premier League, Lord Triesman attacked an industry that he said had run up £3bn of debt, speaking of the "very tangible dangers" for the game at a time of much uncertainty in global finance.

F.A.会長のトリーズマンはプレミアリーグの負債に対して、サラリーキャップ制の導入を提案。負債による危機に対応しようとしている。

In response the Premier League's chief executive, Richard Scudamore, compared Triesman's aversion to debt with that of the Uefa president, Michel Platini, who Scudamore claimed "thinks all debt is bad". Scudamore instead believes that borrowings are sustainable if they are in keeping with revenues. Despite the biggest anomaly of Manchester United, whose debts are £666m, he pointed out that the ratio of debt to earnings at Premier League clubs is broadly 1.1:1.

このことに対してプレミアリーグのチーフ・エグゼクティブのスクダモアはすべて負債が悪いとしながらも、収益に見合っているならまだ借り入れは可能だとコメントしている。それにしてもマンチェスター・ユナイテッドの負債が6億6600万ポンド（約1180億円）もあるとは思わなかった。これはリーズが破産したときと同程度ではないのか。テレビマネーがあるとはいえ、これはちょっと大きすぎる。

世界的な金融危機で負債を抱えていることは、即座にクラブ破産への道を辿ることになる。銀行が潰れても債権者は存在しており、借金は棒引きにはならないからだ。プレミアは外資が入って、バブルに沸いていたけれども、打ち出の小槌ではなかったということだろうね。堅実経営をしなければいつかは倒れる。プレミアはその一歩手前なのかもしれない。

プレミアは監督受難の時代！！ ファーガソンとベンゲルが同じ見解を見せる

ライバルクラブであるマンチェスター・ユナイテッドのファーガソン監督とアーセナルのベンゲル監督がともにSky Sportsのインタビューに答え、最近のプレミアリーグのことについて語っている。

"I admire Kevin Keegan and I admire Alan Curbishley because they went on a matter of principle and the principle being I am not in control of my team any longer," Manchester United manager Ferguson told Sky Sports News at a League Managers Association dinner at Wembley Stadium.

"Players were being sold over their heads without even acknowledging them. That is not acceptable. It is not why you set out to be a manager, on the whims of a chairman.

Arsenal manager Wenger said: "If you have no control, but are responsible for success or for failure, that is terrible.

"The manager is the most important man at the club, if not why do you sack the manager if it isn't going well?"

Wenger said he thought big investment could destabilise the league.

"New people are coming in for different reasons now," he said. "In England we had a generation of fans whose ambition was to buy the club of their dreams. Those days are gone. Now people are coming in for different reasons, maybe money or glory.

"To have more money in the League is a good thing, but the inflationary pressure of having too much money is destabilising for other clubs, it puts a huge pressure on their resources."

マンチェスター・シティについて、ベンゲルは彼らは我々とは違う理由でプレミアにやってきている。それはたぶん、お金とか栄光とかだろうと。

''Club owners, whether English or foreign, have to cherish the history and culture of clubs and their unique place in their communities.”

彼が考えている重要なことはオーナーがイングランド人でも外国人でもクラブの歴史と文化を大切にして、それぞれのコミュニティの中で独特な場所にするべきだと述べている。

このインタビューはそれほど長くないのだが、外資の規制というよりこの発言が肝だと思う。彼は外資を無制限に制限するつもりはなく、フットボールがリスペクトされるなら外資でもかまわないと考えているはず。

The debate has been reignited following Manchester City’s £210 million takeover by the Abu Dhabi United Group, as well as the call by Culture Secretary Andy Burnham for the FA to “step up to the plate” over the acquisitions by super-rich foreign tycoons.

ただ、出だしがthe Abu Dhabi United Groupによるマンチェスター・シティの買収だっただけにTelegraphは予断を持って話をしているかもしれない。

しかし、シティの前のオーナーはタクシンだったわけで、彼のほうがいかがわしいといえばいかがわしい。そういう人物ばかりになると困るというのは本音だと思う。

海外資本による買収規制か　サッカーのプレミアリーグ(共同通信)

イングランド・サッカー協会（ＦＡ）会長のデービッド・トリーズマン英上院議員は１２日、高級紙デーリー・テレグラフに寄せたコラムの中で、海外資本によるプレミアリーグのクラブ買収について「現行のルールの枠組みでは十分とはいえない」として、何らかの対策を講じる必要性を訴えた。

The best club owners get it. They have bought into something special and don’t want to destroy it. They do not want a game simply played by foreigners, however superb, that just happens to be played in England.

It is early to judge the impact of foreign ownership, but looking at the balance today, it is hard to avoid the need to explore rapidly the case for better regulation, but regulation that does not discriminate on the basis of nationality.

本当にいいオーナーというのは特別な何かを手に入れるのであって、クラブを破壊したいわけじゃない。彼らは外国人によって単にゲームが行われることなんか望んでいないんだ。どんなにすばらしくても、それはイングランドで起こっていることなんだよ。

ただ、外国人のがオーナーになるｋとおを規制するのは時期尚早だよ。だけど、きちんとバランスを見てよりよい規制をする根拠を調査する必要があるだろうね。でもね、国籍を理由に規制をすることは難しいだろうね。

意訳だけどこんなところかな。共同通信とはちょっと違うけれども。

大相撲の問題にしてもそうだけれども、外国人だからという偏見はイングランドにはあまりないようだ。

大麻を持っているのは法律違反だけど、吸引だけなら法律に引っかからない。ドーピング規定もなかったわけだし。それに時津風部屋の死亡事故で親方は解雇されたけれども、傷害致死の弟子は相撲界に残ることを考えると大麻だけで解雇というのは外国人差別のように見える。

大麻がいいと言っているわけじゃないよ。芸能人は何度だってチャンスを与えられるのに大相撲は駄目だというのが外国人差別に思えただけ。

神事だってことは間違いないけれども、それは神聖なものという意味とは同義語じゃないのだから。そのことを勘違いしている日本人は多いよね。

この中でヒル氏は、２００６年のワールドカップ（Ｗ杯）ドイツ大会をはじめ、１９９０年イタリア大会、９８年フランス大会、さらにイングランド・プレミアリーグ、ドイツ・ブンデスリーガなどにおける腐敗について、具体的な事例を挙げて述べている。
